IF I WERE KING OF THE (URBAN) FOREST (part 3)
Rick Potestio
Architect Rick Potestio is one of the design community’s most engaging thinkers—the product of a childhood spent basking in the work of masters like Johns Yeon and Storrs, Pietro Belluschi, Zaik and Zimmer. Portland-born, U of O-trained during the ‘70s heyday that also brought us Nancy Merryman, Brad Cloepfil, John Cava and others, Potestio went on to work in the offices of Thomas Hacker, SERA, Mahlum, among others. He’s been described as “an architect’s architect, in the vein of Kahn, Scarpa, etc. Almost the id and super-ego to the ego of Brad Cloepfil.” If you saw his bold, speculative work as part of last year’s PDXplore exhibition at PNCA or if you’ve ever talked with Potestio, the first thing that strikes you is his sincerity and enthusiasm for big ideas—the type of utopian fervor that got us all excited once upon a time about the possibilities of architecture and planning. It’s a welcome reminder that cities can and should remain aspirational.

Little did we know, that if we asked a simple question or two we’d get in return a manifesto of vibrant Garden City-inspired strategies; affordable housing notions that echoed some of the brighter aspects of Portland’s long-forgotten 1966 Comprehensive Plan , in particular the activation of cellular nodes of housing, education, open space and transportation ; and not only a plan for 20-minute Neighborhood, but a 30-minute City, 40-minute Region; and bikes, lots of bikes. And woonerfs.

Here’s a sampling of some of Rick’s vision of a Portland that might be.

If you had unlimited funds and a full-pass to develop, rehab, or build, what would you do, where, and why?
  “Well OK, you asked. . .

 a) TRANSPORTATION
* develop a city-wide Streetcar system. (However it may have to be rubber wheeled—bikes and tracks don’t mix well).
* build a bridge connecting NE Fremont with NW 23rd Avenue. I’d complete bike path system, create bike boulevards or a woonerf street system [a “residential yard” where motorists, bikes, peds share a street without boundaries such as lanes and curbs and have access to the whole street, not just sidewalks].
* create a boulevard system, with roundabouts at principle intersections.
* I would create a funicular system for the West Hills.
* cap portions of 405 and all of I-5 from the Rose Garden to the Columbia River. I would tear down or build over I-5 on the East Bank.
* Institute a bike share program as in Europe.
* Ask Trimet to base bus schedules and routes on activities, not just on commutes to the core—i.e. I’d advocate for evening Trimet routes to connect enertainment centers, weekend routes that connect activity areas/parks. I’d also ask them to buy smaller, more friendly and fun buses.
* Remove all the traffic circles (and other traffic calming devices) at intersections lower the general speed limit—and increase enforcement and fines.
* Study, with intent to implement on a test basis in some neighborhoods, a designing of streets as is currently being approached in German and the Netherlands.

b) URBAN DESIGN
* I would refine a new urban design plan that might include: Boulevard enhancement (Burnside, Sandy, MLK-Grand, Powell-Foster, Broadway-Weidler; etc.);plans for development of the East Bank of the Willamette; identification of locations for future new institutions (stadium, opera house, etc.).
* Create better standards for building design based on form and character.
* Plan for higher density along ridges, edges, boundaries, banks, i.e. places that have great proximity to open space, light and air, and are near new or existing transportation.
 

c) PARKS AND OPEN SPACES
* Execute a comprehensive park, natural and open space plan for the city, completing and enhancing work initiated by Olmsted and others (and forwarded by contemporary environmentalists).
* Plan and implement a series of greenways, like Terwilliger, radiating from the center, through each district or city quadrant, connecting to the great close-in natural areas like the Sandy River, Columbia, Sauvie Island, and close-in farmlands. Then connect these with a regional bike and pedestrian trail system that interfaced with the transit system.
* Restore Washington Park: remove the poorly thought out and poorly placed art; remove the tennis courts and replace it with a horticultural museum, improve the amphitheater—and add a new larger one to the south of the Rose Garden.
* Create separate, but equal mountain bike and running/pedestrian trails in Forest Park with the bike community and the Forest Park Conservancy.
* Create a permanent world class cyclocross facility, a velodrome, and add more skate parks.
* Create a formal garden at the Pittock Mansion, with an upper terrace for a rose garden and formal plantings and a lower terrace with a restaurant offering unequaled views of the city.
* Enhance Council Crest, with a two-tiered, ramped observation platform, undergrounding the water tank, and surfacing the radio tower in stainless steel.
* Recreate Waterfront Park as a series of great rooms bordered by magnificent tree alleys, each paved with crushed granite so that festivals could be held. Something like Chicago’s Millennium Park. I would use the undersides of the bridges for enclosed spaces offering health clubs, storage, and the back-of-house facilities for bandshells that would bracket the bridgeheads, disguising them and facing the new great rooms.
        

d) NEIGHBORHOODS— FINDING HOME FOR 1 MILLION MORE
I would focus new development on each of Portland’s 100+ school and park spaces, removing cars from the perimeter streets, and building five 15-story housing towers around the parks with a high percentage of family-sized, affordable apartments on the lowest levels. Surrounding this ring of towers would be lower density courtyard complexes of townhomes and apartments, and around this another filter of townhomes and duplexes, until all was returned to single-family scale in a distance of two blocks from the park. I would connect these, especially the towers, with underground parking and storage, district heating/cooling, district recycling/composting, roof-top solar, stormwater treatment, etc.

The park spaces, now larger by the addition of perimeter streets would accomodate community gardens. The schools would reopen and become 24-7 schools/community centers. Play shelters would be plumbed and become farmer’s markets on Saturday/Sunday mornings. Each park could be the center for 2500-5000 new residents for a total of 250,000 to 500,000 new residents living in walkable districts with green parks at the center. Density and configuration (owing to preservation of neighborhood trees, existing houses/landmarks and hold outs) would be like King’s Hill, Sullivan’s Gulch or parts of NW neighborhood.

Back to here-and-now: what development or neighborhood are you watching the most closely? And why?

Burnside is the key to understanding the city, to making the city truly connected and holistic. I think that the Burnside-Couch Couplet. will be the most disastrous thing ever. It will kill Portland. I will chain myself in front of Le Pigeon to protest and then, if it becomes reality, move to Italy. I am really disturbed by this plan and our Mayor’s blind exuberance for it.  

No. Pearl/Centennial Mills, Downtown, Old Town/China Town, Burnside Bridgehead, NW Industrial, Con-Way are all important and connected. The biggest problem with Portland is that it lacks a comprehensive plan. While the Planning Bureau polishes the little gem of Downtown, the real action is at the edges, such as Con-Way, NW Industrial and all of Northeast and Southeast beyond 39th Avenue.”

While I cannot agree with Rick on everything, his proposals are thought provoking and inspirational. Many places in the Soviet Union and its former span, 4 story apartments with balconies surrounded a block size park. Kids could play and parents and grandparents keep an eye out from the balconies. There is car intrusion for deliveries only. Elementary and middle schools with adjacent housing would be a huge draw and an opportunity to create mixed use development at school and park sites which are not adjacent to main streets, supporting the less than 20 minute walk vision.

I’m suspicious of the additional million residents forecast, oft repeated. Given our transportation policy, a good proportion of whatever the likely lesser real number is seem destined for Clark County as well. Their vision is…

I’m not sure what Rick’s issue with the couplet is, but consider a “triplet” including Ankeny on the East as a bike boulevard up to 44th, with Idaho stops everywhere but 11, 12, 20, 24, 28 &39th, which would have stoplights.

The idea of a triplet is exactly what I think is the dynamic evolving along Burnside… its a model that exists in other cities. Examples are Columbus and Market in SF, which though at diagonals to the grid, yet have direct relationship to the activity along Grant and other streets both to the east and west. Broadway, as it slices through NYC has it “side streets” such as Amsterdam, and Park Ave is notably flanked by Madison and Lexington. So, I think that Burnisde, acting as a major regional pathway, is fostering more localized but energized activity along Couch, Ankeney, as well as Stark and Oak.

I think that because Portland is such a young and low density city, with a very slow to grow economy, it has taken a very long time for the synergies to emerge between Burnside and flanking streets. NW Couch got a major boost with the Brewery Blocks, but Stark, with the Ace Hotel and other developments is demonstrating that public money or large investments are not always needed. More important is critical mass, and energy.

Burnside also serves Portland in the same way Massachusetts Ave serves Boston and Cambridge, Sunset Blvd. serves Los Angeles or Broadway serves New York. All of these great streets are two way streets (in parts), offering a shared experience without hierarchy in terms of coming or going. They are the great connecting/way finding streets and often the most famous.

I think the couplet will destroy the natural flow of the city. Currently it is the only street to which all quadrants (except N) and most neighborhoods are connected- thereby orienting each to the other by virtue of the east to west/west to east nature of Burnside. I think the couplet and its decorative faux urbanist dressing will drain Burnside of its edgy energy. The one way aspect will destroy the relevance of the street as a shared experience, and connective artery.

Judging from all the illustrations and rhetoric, I fear it will become an urban version of Bridgeport Village. Higher rents will drive out the local and creative businesses and these will be replaced by the big national brands. It will not serve Portland, but the interests of the few who happen to own property along the street.

Really I like it, but am dubious about the funding for the flourishes.

You’re right that the key areas to focus on are at the fringe – isn’t that where growth occurs naturally? Consider Hillsdale for further development as an urban village, or even the area above OHSU which is now an urban medical student slum. Even ill-used Linnton could become more attractive with its hillside geography. Ciao! Jim
