The Design Commission meets today (1900 SW 4th Ave. 1:30 PM) for the second time to review Joe Weston’s 31-story Cosmopolitan Tower that’s slated for a vacant half-block parcel at NE Grand and Holladay in the Lloyd District. Weston told me in December that he plans to obtain design approval for the project from the Design Commission, but that he has no plans to break ground until Portland’s condominium market improves.
