Top-10 List: Pioneer Courthouse Square
The American Planning Association (APA) today issued a statement, nay a proclamation, designating Pioneer Courthouse Square as one of 10 Great Public Spaces for 2008 through the organization’s Great Places in America program—citing Portland’s “Living Room” as a space that “exemplifies exceptional character and highlights the role planners and planning play in creating communities of lasting value.” (The other nine Great Public Spaces are here.)
Developed on the site once occupied by the glorious Portland Hotel (which was razed in 1951 to make way for a parking lot, a considerably less evolved form of public space), Pioneer Courthouse Square was originally proposed as an open space development as part of Portland’s Downtown Plan (1972-1974). The plan set in motion the long, circuitous route through admin- and political forests that resulted in the purchase of the block by the City from Meier & Frank, a design competition, the sale of many, many bricks, and the eventual choice of the Will Martin design scheme.
Pioneer Courthouse Square’s success was in many ways buoyed by an intertwining partnership with TriMet. Planned concurrently with the MAX light rail system, the Square’s function as both a vibrant “volksgarten” and transit hub have made it the nerve center of downtown Portland—some 26,000 residents, workers, and tourists interact with it daily.
Not to be outdone by the APA, The Project for Public Spaces ranks Pioneer Courthouse Square as one of the world’s Best Squares and Plazas—fourth on the list right between Venice’s Campo Santa Margherita and Paris’ Hôtel de Ville!
You may argue if you like, but I agree with PPS that the Square is also a great park, even without a single blade of grass in sight. It illustrates perfectly how the notion of the park has evolved from its traditionally recreational role, to a more enzymatic one that accommodates multiple uses, buoys social capital, and supports a rich array of experiences.
So what might make the space work better? You could take part in an ongoing official assessment or give us your ideas. What about moveable seating, like those at Jamison Square? What about more frequent temporary public art (or live art) that intersects with our considerable arts and culture—imagine a “company in residence” model like the recent South Waterfront Artist in Residence program. What about projects like the AIA Portland Committee on the Environment 100-foot bamboo sculptural installation during the Festival of the Flowers this past June?

One critical success factor for the Square that you don’t highlight enough – the very conscious decision to actively program the space through a mix of community generaated, sponsored and produced events – over 200 per year, that have included temporary public art and a composers’ festival which commissioned new works created for the space for 4 years running. More of that please!

Bill, I didn’t mention it, you’re right. I think that kind of animation needs to be foregrounded more—I feel like maybe we’re taking the space for granted a bit. I’m a big fan of the Tuba Christmas. And yes, more of all of that please.

great news. the square is a fantastic space and deserves the accolades.
one note, however, is that PPS has a pretty poor reputation amongst designers for their “assessments” of public spaces, and their proposals on how to “fix” them. Fred Kent is (in my opinion) a real asshat. as a designer i don’t put a lot of weight behind anything that comes from that organisation.
